Closed-Loop Role
- Depends on: Reports, validated Applications, Framework rules, and explicit Judgment Authority.
- Improves: operational relevance, transferability, problem discovery, and evidence quality.
- Modifies upstream: Service evidence feeds Cognitive Assets and can trigger new Reports, Framework refinement, authority revision, or Problem Space discovery.
