Cognitive Assets Layer

Cognitive Assets are the intermediate memory layer of Decision Legitimacy.

They are not final storage and not an endpoint. They preserve decision context, reasoning structures, authority histories, rejected paths, evidence, outcomes, failure chains, and revisions so the system can learn across decision cycles.

Transformation Contract

  • What transforms into this layer? Validated Reports, service evidence, application histories, framework revisions, authority outcomes, and execution results.
  • What does this layer produce? Recoverable and reusable reasoning memory that the Growth Layer can compare, interpret, and convert into capability improvement.
  • How does it improve future decisions? It prevents reasoning loss, makes patterns visible across time, and supplies evidence for upstream refinement.

Required Feedback Paths

Cognitive Assets explicitly feed back into:

  • Framework refinement: revise variables, rules, assumptions, tests, and validation thresholds.
  • Problem Space discovery: recognize recurring signals, hidden dependencies, and problems that previous cycles failed to frame.
  • Judgment Authority improvement: clarify delegation limits, responsibility chains, review requirements, and consequence ownership.

Closed-Loop Role

  • Depends on: traceable evidence from Reports and Services, plus the reasoning history of prior layers.
  • Improves: continuity, pattern detection, variable extraction, and recoverability of judgment.
  • Modifies upstream: It supplies the Growth Layer and Feedback Loop with the evidence needed to change Framework, Judgment Authority, and Problem Space interpretation.

The most valuable asset of the AI era may not be intelligence itself, but the continuity of judgment across time.

Long-term human-AI collaboration can accumulate judgment boundaries, reasoning patterns, project histories, rejected paths, risk awareness, failure chains, decision context, and cognitive workflows. Their system value comes from how they change future judgment, not from their passive retention.

No Layer Is Terminal

Cognitive Assets must enter the Growth Layer and Feedback Loop. Memory that does not modify future reasoning is archival storage, not a cognitive asset of this system.
